• Introduced by Rep. Kathy Manderino (D) on July 14, 2009, to establish state government as the sole payer of health care costs incurred by patients. State government would develop a comprehensive, one-size-fits-all health care benefit plan covering all Pennsylvanians. The role of insurance companies in health care would be eliminated.
