Introduced by Rep. David R. Kessler (D) on July 22, 2009, to create the Public School Employees' Benefit Board, the members of which would be representatives of school employees, school boards, and the Commonwealth. The duties of the board would be to conduct a comprehensive study of health benefits currently provided to public school employers and the cost effectiveness of a statewide public school employee health care benefit program. After the study is completed, the board would determine whether to proceed with one of two options, by a majority vote of its members. The first option would be to develop a statewide public school health benefits program, including the design and implementation of such a program. The second option would be to develop an alternative measures program such as, but not limited to, consolidating coverage regionally, consolidating selected areas of coverage such a prescriptions, and/or developing best practices standards for current health care plans.
