Introduced by Rep. Rosita C. Youngblood (D) on February 13, 2009, to require that all handguns registered and sold in Pennsylvania to have a safety device installed that will only allow it to be operated by the handgun owner. Gun owners and manufacturers would have four years to comply and any handguns found after that point that do not comply would be confiscated.
