Introduced by Rep. Keith R. McCall (D) on February 24, 2009, to create the Home Improvement Guaranty Fund, require that home improvement contractors pay $100 biennially into the fund upon their certification and re-certification with the Commonwealth, establish that the fund balance shall not dip below $2,000,000, establish criteria for eligibility of claims against the fund by homeowners aggrieved by contractors, and establish limits on the monetary amounts of claims paid from the fund.

It may seem small, $100 every 2 years, but it is indicative of a continued over-reaching general assembly. A hundred here, a few hundred there, taxes way out of synch with neighboring Delaware, etc…

There are already legal mechanisms in place for customers and businesses to resolve matters. Another reason to demonstrate why PA is not a place to locate a business.
