Introduced by Sen. Mike Folmer (R) on February 17, 2009, to establish an annual spending limit on state government. Specifically, the annual growth of spending from the state General Fund could not exceed the lesser of: 1) the average percentage change in personal income in the Commonwealth for the three preceding calendar years; or 2) the average percentage change in inflation for the three preceding calendar years plus the average percentage change in the state population for the three preceding years. The legislation also establishes the Taxpayer Protection Fund and provides that 75 percent of any annual state surplus must be deposited into the fund, and that the remaining 25 percent must be deposited into the state's Rainy Day Fund. Monies in the Taxpayer Protection Fund are to be used to lower the rate of the state personal income tax.

This bills warrants passage. All levels of government are drunk on taxpayer money and act as if there is an endless pit of it. Our government needs the type of controls on them that they like to impose on business and then exempt themselves. Our problems today are the result of our government and Courts trashing the constitution and seizing more, and more control over our lives. We need to get back to both the State and Federal Constitutions and follow them and stop twisting words. Here is a quote regarding this subject from one of our founding fathers and to me it is very clear. I do not need a “Constitution Scholar” to interpret it for me. It is very clear.

Please do not let Senate Bill 7 introduced on Feb. 27, 2009 die in committee. A bill as important as this needs to be put out for a vote to all representatives. Our governor is wanting more money....again, and asking for tax increases. Lets put a stop to the excessive spending once and for all!
