If the representatives of the State gov't were in the private sector, did not complete a project on time, and expected to be compansated for their efforts, they would have been fired or severely reprimended! This bill will "force" the PA House and Senate to get off their respective butts and pass a resonable budget every year or face working without pay until said budget is passed and signed by the govenor. A provision should be inserted that would cancel any "retro pay" for a late passage.
